Ned Smither

Ned joined the Berkley Group in November, 2023 after a forty year career either working in local government or consulting with local governments throughout the Commonwealth.  Ned retired from his role as the Powhatan County Administrator in 2022.  Prior to that role, Ned served as the Director of Finance for Henrico County.  Ned has extensive experience in both accounting and budgeting for local government and enjoys helping localities understand the long-term impact of budget initiatives on future fund balance levels, future tax rates, and capital project affordability.

Ned has a B.S. and a MBA from the University of Richmond.  Ned was active in the Virginia Government Finance Officers Association (“VGFOA”), the Virginia Economic Development Association (“VEDA”), and has served as the Chairman of the Lewistown Commerce Center Community Development Authority since its inception in 2006.
