Libby currently operates as Chief Operating Officer at Hampton Roads Community Health Center (HRCHC), where she oversees daily operations, and ensures efficiency, regulatory compliance, and seamless departmental collaboration to enhance patient outcomes. Previously, as Director of Human Resource Management for the City of Portsmouth, Libby launched a leadership academy that increased productivity by 20%, spearheaded an employer branding campaign that boosted quality candidate applications by 40%, and improved civil service promotional processes.
Her educational background includes a Master of Business Administration from Averett University, alongside a plethora of certifications including a SHRM-Senior Certified Professional, Certified Professional Coach, EQ-i 2.0® Certified Practitioner, and a Certified Federal Investigator (MD 110).
