John Anzivino

Executive Manager

John Anzivino was directed to a career in public service as a student both at Concord University and the University of Georgia where he obtained his MPA. Initially hired as a Regional Planner for the Eastern Panhandle Planning District Commission in Martinsburg, WV he was recruited to work in the Governor’s Office of Economic and Community Development as State Planning Coordinator where he was the leader in development of the state’s first development plan which outlined a wide variety of capital projects tying them to federal, state and local funding sources. Desiring a more direct management role at the local level he initiated his career in Virginia local government in 1979 in Amelia County and subsequently served as County Administrator in Caroline County (1986-1989) and as Town Manager in Warrenton (1989-2001). During his career as a local government manager/administrator he  was instrumental in development of a number of new and expanded facilities (courthouses, parks, landfills, utility systems, public safety facilities, streets and roads) as well as implementation of improved management systems (development of personnel policies, classification and compensation systems, IT systems, etc.) Retiring from the public sector in 2001 he was hired as a consultant for Springsted Incorporated, a public sector focused national consulting firm focused on financial advisory, economic development and human resources services to state and local governments advancing to the position of Senior Vice President overseeing Springsted’s East Coast operations and growing the human resources (executive recruitment, classification and compensation, personnel policy development, position evaluation) and organizational assessment components of the company’s business at the national level. Since retiring in 2017 he has served as the interim chief executive to a number of communities and authorities experiencing a high level of financial stress and personnel challenges and prepared staffing, Council/Manager relations and various facility siting and zoning reports for counties and towns.


A resident of Urbanna, Virginia along with his wife, Kristi, since 2016 he serves as Chair of the Middlesex County Economic Development Authority and also is as a Board member and Chair of GO Virginia’s Region 6,where he serves on the Industrial Site Review and Nominating Committees.
