Municipal Government experiences span over 35 years to include Director of Budget – City of Hampton (retired in 2014), Budget Officer, City of Portsmouth (previous career and returned contractually after retirement for five years) various managerial and budgeting positions to include the cities of Norfolk and Virginia Beach. Early career – auditor/senior accountant for Governor’s Office, South Carolina. Most notable, received the General Finance Officer’s Distinguished Budget Award for all localities during my tenure as Budget Director. Also, responsible for providing to the City of Portsmouth, the first enterprise budgeting system which integrated revenues, Operating and Capital improvement Program within a single budgetary platform. Areas of expertise include financial policy compliance to include long range planning policies, expenditure and revenue/budgeting strategic forecasting and analysis and evaluation practices.
