Berkley Group, working with Tetra Tech, Inc., was hired by the Town of Colonial Beach to create a flood resilience plan and stormwater management plan known as Propelling Resilience. The Propelling Resilience plan assesses current and future flooding challenges, identifies evolving risks, and outlines actions to enhance community resilience for residents, businesses, and property owners.
The Propelling Resilience Plan tackles town-wide and neighborhood-specific flooding challenges and prioritizes projects for mitigation. It also guides the Town in pursuing additional funding, such as FEMA’s Building Resilient Infrastructure and Communities (BRIC) Program and enables the Town to seek funding from the Virginia Department of Conservation and Recreation Community Flood Preparedness Fund (CFPF) to implement flood resilience projects.
Specifically, the project included:
Community Engagement through an online survey, stakeholder meetings, community forum;
Specific Implementation Strategies aimed at increasing resiliency and reducing flood risk through administrative practices, infrastructure projects, stormwater regulations, and natural mitigation techniques.
A prioritized stormwater project list with cost estimates and timeline for implementation;
Development of Education materials for the continued implementation of the plan within the community.
The Propelling Resilience Plan was adopted by the Town of Colonial Beach’s Town Council at their January 2025 meeting.
