The Commuter Assistance Program Strategic Plan

Berkley Group worked with the Rappahannock Rapidan Regional Commission, to create a comprehensive planning document known as The Commuter Assistance Program Strategic Plan. This plan reflects collaboration, data analysis, and regional input to support mobility solutions for residents and workers in Culpeper, Fauquier, Madison, Orange, and Rappahannock counties. With over two-thirds of the region’s residents commuting outside the area for work, the CAPSP addresses real challenges while creating opportunities for long-distance commuters through carpooling, vanpooling, and transit alternatives.

The plan outlines strategic goals to expand partnerships, enhance operations, and encourage community connections to sustainable transportation options. As the Region grows, so does the need for innovative travel solutions. The project includes:

· Community Engagement through an online survey, stakeholder meetings, community forum;

· GIS Mapping & Analysis of the entire Region’s transportation capacity and needs;

· Methods to analyze reducing single-occupancy vehicle use through carpool, vanpool, and transit initiatives—helping lower emissions and traffic congestion.

· Goals and performance metrics for regional travel trends, workforce demographics, and evolving commuter behavior—ensuring targeted, impactful service delivery.

The Commuter Assistance Program Strategic Plan was adopted February 2025.
