The Berkley Group has completed an extensive update to Essex County’s Zoning and Subdivision Ordinances. The project created a single, streamlined ordinance that is user friendly, compliant with the Code of Virginia, and addresses community needs.
The project kicked off in November 2019 and was met with engagement and work session challenges due to COVID-19. These obstacles were overcome by phone interviews and virtual meetings. During drafting, “solar farms” become a necessary focus due to market pressures. The Berkley Group analyzed fiscal and environmental impacts associated with the use and conducted additional work sessions with public officials to craft and refine appropriate policies and standards.
The final adopted Zoning and Subdivision Ordinance includes modernized uses and use standards, new community design standards to ensure high quality development, and compliance with Code of Virginia and Chesapeake Bay Preservation Act requirements.
The newly adopted Zoning and Subdivision Ordinance and official Zoning Map became effective in November 2022. We are thrilled to have partnered with Essex County on this project and to continue supporting the County through its implementation.
